Just like that codebase you inherited with 17 nested if-statements, zero comments, and variable names like 'temp1' and 'x42' that miraculously passes all the tests. You don't fix it because you're afraid it might actually stop working. The digital equivalent of "if it's stupid but it works, it's not stupid" – except we all know it's still stupid.
