OH. MY. GOD. This is what happens when management decides that handling time zones is just a "small feature" that can be assigned to someone who still thinks "debugging" means removing insects from their keyboard! ๐Ÿ˜ฑ The poor junior dev clearly had a complete meltdown and just threw in a "13" because WHAT EVEN IS TIME ANYMORE when you're trying to implement daylight savings at 11:59 PM the night before the deadline! That extra hour had to go SOMEWHERE, right?! The clock is basically screaming "help me, I've been coded by someone who thinks Unix timestamp is a fashion statement!" And this, friends, is why date/time libraries exist. Because otherwise you end up with abominations that make even seasoned developers wake up in cold sweats.
